Heat 1 tablespoon of oil in a wok over high heat. Stir-fry half of the beef, tossing to cook, about 3 minutes. Transfer to a plate and cover with foil. Add remaining beef and repeat the process.
Heat remaining oil in the wok. Add broccoli and onion and stir-fry for 4 minutes. Add pepper slices, sprouts, cooked beef, sriracha and soya sauce and toss to combine ingredients. Add orange ginger sauce and rice vinegar; stir to coat beef and vegetables. Reduce heat and simmer until sauce is heated through, about 3 minutes.
