In a small pot, combine water and sugar. Over high heat, bring to a boil and cook until syrup becomes amber, about 7 minutes. Remove from heat and slowly whisk in apple juice, being careful of the steam. Add cinnamon and star anise. Return to high heat and bring to a boil.
Lower heat and simmer until reduced to one cup of liquid, about 20 minutes.
Discard cinnamon stick and star anise.
